If I’m a Scorpio rising, and you’re a Scorpio moon; the person the world sees me as (publicly) is the person you are in your mind. If you’re a Leo rising and she is a Leo moon; the person she is in her mind is the person the world sees you to be. Collectively, we who have scorpio rising are able to understand the light by which you create your reality both giving you purpose and fuel, so long as we have self awareness to how we walk in this world and to what degree we influence. If I have an Aquarius sun and an Aquarius Venus, what is in my head is in my heart.
